OVERVIEW
Across the Marcian Empire, there are three state police forces -the Imperial Constabulary, the Colonial Constabularies and the Regulators. All are controlled (with a notable exception to be found with the Regulators, who are in part controlled by the Regulatory Commission, a ministry that works with the Admiralty and War Office due to the Regulators involvement with military policing) by the Home Office, the Empire's interior ministry. Though all three are paramilitary in their organisation, only the Regulators routinely carry arms as they provide the other forces with specialist Armed Police and are often seen in warzones, the Imperial and Colonial Constabularies only having fire-arms when absolutely nessiccary, though they do carry swords and other less-lethal weapons.
Though officially all Marcian police forces are under the command of the Governor-General, like most things, it is the Home Office and Commissariat that really run the forces. Both the Imperial and Colonial Constabularies are run without interference from the Armed Forces, it is only via the Regulatory Committee, the warfare ministry that resides over the military relations with the police. The Commissariat is the department of the Treasury which administrates funding for the uniformed services and gives the more senior civil servants a say in police policy. The chart below effectively explains the command structure of the government ministries and how they relate to the three police forces. It also gives a brief explanation of what each force is responsible for. The Colonial Constabularies are in direct command of the Territorial Police Forces (TPF) that preside over individual planets and colonies. The Imperial Constabulary is a more centralised, universal force. They work in Criminal Investigation; forensic sciences, plain clothes policing, secret policing as well as being the service that ensures public safety and preventing crime at trade outposts and work closely with Customs and Excise personnel.
